Yeah basically Condor is a mysterious & super private concept musician/artist. I think he didn't even call it music, but "Conceptual Tonalities".
He often made music for advertising conglomerates, so that there's a pretty good chance that themes you've heard, like for the nightly news, were his creations etc. He was most active in the late 80s/early 90s.
If someone were to shazam his tunes and find a different owner, it's because Condor sold the rights to it many years ago.
Condor has a secret recording studio which he calls "The Laboratory of Sound". It's hidden in plain sight, somewhere in Van Nuys California. It's said that you have to go into an asian massage parlor, and can reach it via secret door. An older mute fellow known as "Mr. Wu" (master of the Chinese Butterfly Swords) guards it. If you can find it and defeat Wu, Condor will jam with you.
Some people have said it's somewhat close to Gary's Mattress in Van Nuys (Koreatown I think).
Condor vanished off the face of the earth about 8-9 years ago. Rumors are he went to Nepal to gain enlightenment, or that maybe he went to prison. Others still have claimed he made a sacred vow not to leave The Laboratory of Sound until he manufactured The Perfect Hit.
