Texas as a state doesn't do much for warning systems. They created a very extensive study that explains what communities must build for themselves as Flood Early Warning Systems. It's why the Comal river has sirens at populated areas and the Guadalupe does not. Now some are calling for using the record surplus rainy day fund to build a system for rainy days.

The storm was supposed to come through Houston and rain out our 4th. It just never showed up and paused over Kerr County for awhile.

The flood happened because of surplus water. Water that California turned off and didn't use like it should have for the fires. End result, Texas got flooded by the surplus. Thanks a lot, assholes.
