So you anchor one side. Like I said. Picture the right side of that being attached to a pole that is in a slot on a table. So basically it's like attaching it to a wall. And then the weight on the left hand side is pulling it at 100 lb. So the scale should read 100 lb.
If you grab the pole and lift it out of the table slot, and hold it in place, the scale should still read 100 lb. But if you begin to pull back on the pole towards you with 100 lb of force then the scale will go up to 200 lbs.
If you pull with more than 100 lbs
, The measure went on the scale will reflect that. You can do that until a scale max is out and then you'll start dragging the weight.
Every action has an equal and opposite reaction.
If you pull the pole at a constant rate, you'd still get the proper weight. If you *accelerate* the pole, then you'd get a higher weight. And note, you'd have to constantly accelerate. So every second, you're moving X Feet Per Second faster. After 10 seconds, you're going 10X Feet Per Second Faster.
If you stop accelerating at 10X FPS and maintain that absolute velocity forever, the weight will return to proper weight.

A scale measures the force of gravity exerted on an object to determine specific weight. As both weights are influencing the scale the reading would be the total value of the influence.

Put a nail in the wall, hang the scale from it, then hang 100 newtons from it. What does the scale read?
It reads 100 newtons. But what is happening to the nail? The nail is pulling up 100 newtons. If the nail can't match the weight hanging from it, it'll rip off the wall. If the nail pulls MORE than the weight hanging, then the whole thing gets launched upwards.
So taking a scale and dangling 2 of the 100 newton weights off the side of the table in opposite directions is the same thing as hanging the scale off the wall, and hanging 1 - 100 newton weight.

One thing though - it's certainly possible there are forces acting around us that could control weather IMO.
It's plainly obvious now that there are UFO/UAP that have been seen and recorded, and now shared (I remember AkAK saying I was being ridic on this subject back on the FW boards) by legions of professionals in the military/etc, that have the ability to harness and manipulate gravity. If you can control gravity/gravimetric fields, you can certainly spin up atmosphere and thus have an effect earth's weather environment, turning it into a whirling hurricane or typhoon, , it's just a matter of scale.
I don't think MTG thinks this, is aware of it, or would even be capable of understanding the basic principles if someone credible sat down and explained how weather/atmosphere control could be possible from who/what is among us controlling the tens of thousands of UAP/UFO events recorded and reported. Even if she did, the way she just says shit makes it sound less credible. Fucking lunatic, I hope she gets replaced by a different candidate some day.

The entire "anti-gravity" thing comes from the fact that Electricity Equations and Gravity Equations have the same STRUCTURE. On paper. So the thinking is that if you can insulate for electricity, because they obey the same mathematical STRUCTURES (but not the same mathematical forms, functions, or results), you can also insulate for gravity.
As for weather control, it's no secret that we've thoroughly documented the controlling factors (temperature, pressure, humidity, precedence...) for what happens when, and why. And it's not a secret that certain weather events can hover on the brink of happening or not happening. Then it's just a matter of whether it's worth it to pay the cost to make them happen. While I understood little, and remembered less of my rotational dynamics class, you can modify the Coriolis forces to your design. Sort of. If you're willing to pay that price. But that price isn't just a single 787 dumping chem trail above a storm.
