Sure, edge case. A lot of those also allow electric but ban gas motors, so merc is in with their emotor on a lot of stuff now. Others use a hp restriction so the boat motors to the duck hunting zone on a 115 then uses a kicker once inside the markers.
I did a ton of fishing as a kid in a 10' aluminum John boat. Cheap little 6 hp evenrude to get from place to place and IIRC 30lb thrust minkota. Cheap and cheerful. The type of fishing i'd be doing no need for all the electronic doodads.
You can always throw a cinderblock on a rope into the water as an anchor, but fishing where I fish a spud pole is better, and a micro power pole is the fanciest and easiest version of a spud pole.
The evolution of fishing kayaks has been funny. The transoms just keep getting wider and wider to take trollers and outboards. Might as well just buy a skiff at that point. Veer 13 with a poling platform, bow casting platform, merc 9hp gas or merc electric, about $16k now.

The only downsides to a kayak is the price tag once it's loaded up. Pedal drive, power drive, lowrance hds pro & transducer, giant battery, micro power poles. The hulls are cheap. The rest of the toys add up though.

I mostly fish inshore saltwater for trout & reds. Castaway 7' inshore smoker for artificials. 8' croaker smoker for live bait. Shimano citica 201 for casting, get much more range out of a cheap abu garcia spinner though. I prefer artificial on trout. Just show up 45 minutes before the major if the salinity is right, throw down south baits plastics as much as you can for the next 2 hours. You'll limit out quickly if the conditions are right. If it's chasing reds, then throw live croakers on a popper.
If you get a flats boat the game changes, you drive around on a tower looking down into holes for bull reds. Maybe one day. Much, much cheaper just to pay guides than own a decent boat though.
