IMO, it means you get one shot. Then you'd need to spend 30 seconds getting control of your UAV and re-aiming at someone who suddenly knows it's there.
There's a lot you can do to mitigate payload recoil.

If you can mount it COM or COE, then you're 99% of the way there.
But on the other hand, do I want Skynet to have controllable flying guns?

I want ME to have controllable flying guns.

If you put a gun on a drone, you'd have both the FAA SWAT Team and the ATF SWAT Team racing to your house to kill your fucking dog. You're not getting flying guns.

They'll kill your dog anyway because fuck you. That's why.

What if I developed an AI to control the drone based on my dogs thoughts? Squirrel armageddon and death to any swat team that interfered with the carnage.

I don't disagree. My original (and declined because they were pussies) design was a quadrotor frame with a central sleeve to accept the stick part of the RPG warhead. Use the onboard battery to ignite it. There's a lot you can do with a gimballed payload to mitigate the recoil though. You can rotate the frame and gimbals together as it fires and trim the prop speeds accordingly.
