Get the FBI to start arresting people who have no resources to fight back, then give them an offer they can't refuse: Be a false witness, and we'll give you immunity. Just say he raped you X years ago and keep it real vague. Then get others to say they once saw him taking drugs, or pimping underaged girls. You get the idea - get a whole lot of false and very vague witnesses, preferably keeping their identities secret, then throw it at Congress for an impeachment vote.

None of it ever goes to a real actual court because it would never stand up.
