If I were in charge, I'd give Mexico 2 weeks to stop the problem. If they didn't, I'd level a 5 mile wide no-man's land between US and Mexico, on the Mexican side.

I've been looking for a list of navigable waterways (US or Texas) and can't seem to find a list anywhere, only descriptions of what constitutes a navigable waterway.
I did read that the Rio Grande is not navigable by passenger or cargo ships and that made me wonder why the first judge used navigable water statutes to order the buoys removed.

Texas HAD... past tense... HAD Navigable Waterways like up until the 1920s-30s.
Almost all of them are long gone - rivers dried out (dams), and bridges were built so low that it precludes the possibility of a navigable route.
Last time Texas had such waterways, it was the era of paddle and steam boats. Sure, there may have been marker buoys like 100 years ago, but guys like RPM came around and cut them up to make smokers.
The days of steaming out from Dallas, all the way through Texas and happily coming out in the Gulf of Mexico are LONG OVER - like 100 years long over.
The only navigable waterway shit going on is Mexican wading across the Rio Grande.
