The only real solution is to actually become the occupiers that they are accused of being. Take over the Gaza Strip. Set up a real carrot and stick approach, starting with the schools. Gladly offer benefits to the kids who shirk the hamas bullshit. Any kid that doesn't, kick them AND their families out of the Gaza Strip. Either send them to Egypt, or if Egypt gets pissed, send them to Germany.
It'll take 1, maybe 2 generations to turn it around. When it does, make Gaza, and its citizens, a part of Israel.
